BIR CHO-YIU KWAN C.B.E..... J.P.. LL.B.
C. Y. Kwan is the senior Chinese unofficial member of
the Executive Council (he has been a member of ExCo since
May, 1961). He was an unofficial member of the Legislative
Council from 1959 until 1966. Mr. Kwan, a solicitor, is the
principal of C. Y. Kwan & Company. He is Chairman of the
Advisory Committee on Corruption. He is also a member of
the Chinese Temples Committee, the Narcotics Advisory
Committee, the Po Leung Kuk Permanent Board of Directors,
the Council of the University of Hong Kong and the Council
of the Chinese University of Hong Kong, and the Council of
the Hong Kong Society for the Blind. In 1941 Mr. Kwan was
Officer in Chief, Food Depots, and from 1945-47 he was
Vice President of the Standing Military Court of the
British Military Administration. He served as First Police
Magistrate in the Civil Government from 1947 until 1948
when he was appointed a Tenancy Tribunal Magistrate.
He
was appointed an Unofficial Justice of the Peace in 1946.
In 1959 Mr. Kwan was awarded the 0.B.E. and in 1965 the C.B.E.
On his re-appointment to the ExCo in mid-1968 the Governor
described him as "the careful, thoughtful lawyer and the main
spokesman for this side of the Council.'
