The Governor of Hong Kong, Sir David Trench, is at present

on leave in this country.

He is due to return to Hong Kong on

He will be coming into the Office for discussions

on 24-26 November.

2. The Secretary of State saw Sir David in October, 1968

during the latter's previous spell of leave and I recommend

that he should do so on this occasion. It is understood that

the Secretary of State will be free during the afternoon of

Wednesday, 26 November, and a provisional appointment for him

to see Sir David has accordingly been made for 4 p.m. on that day.

3. It is not possible to say at this stage whether there will

be any specific matters for the Secretary of State to discuss

with the Governor.

Appropriate briefing will be prepared nearer

the date of the meeting.

4.

Arrangements have been made for the Governor to see

Sir Denis Greenhill at 12 noon on Tuesday, 25 November.
