The Report of the 1963 Hong Kong Education Commission recommended,
inter alia, the formation ɗa United Kingdom-type Education Service ·
and the introduction in Hong Kong of a United Kingdom Burnham-type salary
scale. This has naturally caused considerable anxiety in the
(comparatively) highly paid Government education service.
In the 1965 White Paper on education policy the Hong Kong
Government accepted these recommendations in principle. They raise a
number of difficulties and problems, however, and the Hong Kong Government
is not yet in a position to formulate proposals as a basis for consultation
with the Association.
The Minister might assure the Association that its members' anxieties
are well understood by the Hong Kong Government and that consultation will
indeed tako place as soon as they are likely to be worthwhile.
