ANNEX
(a) Localization of the Civil Service is not proceeding according
to professed policy
Recruitment from outside is initiated only when no suitable
local candidate is available. It must be borne in mind that
appointments and promotions do not depend only on qualifications.
The Minister might, however, invite the Association to supply
details of cases which they regard as being in breach of the
localization policy.
(b) The Genoral Clerical Service is being neglected
It is understood that the Hong Kong Government is holding
discussions with the Association about the General Clerical Service
and the Minister might take the line that this is the proper way to resolve such problems.
