Three Staff Associations presented memoranda to Mr. Bowden when
he visited Hong Kong in March. Only one of these saw the light of day
here and that only in September. It appears that they were mislaid in
the Secretary of State's Private Office. We have been in touch with the
Governor but there has been no time to prepare considered replies (the
Governor's comments arrived on 9th October). In any case if replies
were to arrive in Hong Kong at this time the Minister would probably
become involved in argument with the Associations on details.

Nevertheless the Minister should be aware of the main points
of these representations and the lines of reply we shall be recommending.
For convenience, these details are set out in the attached annexes.
