suggest that a visit by The Queen to Hong Kong

should not be recommended.

10. A possible compromise which would serve the

purpose of the Governor might be that Prince Charles

shuld visit the Colony and open the Scheme, perhaps

in December 1968 or toward the end of his academic

term. The Comittee may wish to consider whether

this should not be recommended to The Queen and an

answer sent to the Governor's letter.
