The advice of the Foreign Office is at '0'.
The Note recommends that
i) if the Queen is to visit Malaysia/Singapore 梁 early in 1968 she should also visit Thailand and
ii) she should not go to Cambodia at all, even on
a private visit to Anghor.
7. Both Notes recommend that any visit to S.E.A.
should take place in March 1968 or possibly earlier
in that year.

The Committee referred at its last meeting to the
need to bear in mind the views of the Australian and
New Zealand governments. Nothing further is known
of these in Departments. The opportunity may be taken
when Lord Casey is here to seek his advice. There
appears to be no similar opportunity for direct
consultation with New Zealand. Mr. Reed (F.E. & P.)
has suggested it may be desirable to indicate a
preparedness to arrange a Royal Visit to Australasia
in 1969.

9. The Governor of Hong Kong asked in September last
year that consideration be given to including the
Colony within the itinerary of any visit by The Queen
to South East Asia (Sce 'D') Foreign Office advice,
although not yet clear cut, tends to be opposed to
such avisit on political grounds. There are obvious
physical difficulties. The Governor's proposal
relates to a specific purpose the opening of the
Plover Cove Water Scheme which would be feasible
only in October 1968 or later. This would necessitate
a visit to Hong Kong in isolation, thereby tending
perhaps to enhance the political objections and
