I greatly regret that you have not received

an earlier reply to your letter of the 6th September

about the possibility of a visit by Her Majesty

The Queen to Hong Kong in 1968. As you will have

gathered from later exchanges with Arthur Galsworthy

your original letter was mislaid here.

The question of a Royal Visit to South East

Asia in 1968 was recently considered by the Royal

Visits' Committee and the possibility of including in

the itinerary a visit to Hong Kong in the context of

the Plover Cove scheme was put to the Committee at

the same time. No decision was taken on the wider

issue but I am afraid that there is no prospect of

Her Majesty's visiting Hong Kong in 1968 even if the

visit to S.E. Asia does take place.

We are still pursuing with the Foreign

Office your alternative suggestion that, failing a

visit by Her Majesty, the possibility of a visit by

Prince Charles might be examined. We are not yet in

a position to give any views on this idea, but you

ill certainly be informed the moment that we have

any information to pass on to you.
