The Governor said that there would be

grave risks if the Chinese lost their effective

control of the border as a result of the present

internal dispute.

The Political Adviser pointed out that

on the Intelligence front the interest of the

Hong Kong Government was different from that of

the broader United Kingdom and Western interest.

The U.S. Consulate General consisted of some

300 to 400 people. Peking accepted the status quo

but would not agree to any increase. The Russians

at present had nothing in the Colony but pressure

for a Soviet Mission was mounting.

Communist

Chinese activities in the Colony had a dual function -

organising local left-wing opinion and intelligence

gathering on the West.

Detention

The Governor emphasised that it was

important to keep existing powers to detain, even

though there was now only one person in detention.

These powers could be justified on the grounds

that they were used against illegal immigrants

who were aliens and a menace to public order in

the Colony but whom China would not accept back.

Evacuation Plan

Officials

Reference was made to requests from

Whitehall to prepare an evacuation plan.

present were opposed to this as it was unrealistic

and betrayed a lack of confidence which would do

grave damage when, as was inevitable, it became

known. They felt they could only draw up plans

to cover persons with sensitive information.
