Voucher Scheme: Quota for Dependent
Territorios
With reference to your minute of 5 February to Sir Arthur Galsworthy, I enclose draft communi- cations to notify Governors, etc., in the Pacific & Indian Ocean territories of the changes in the Employment Voucher Scheme.

(a) Mr. W. S. Carter has suggested in his minute to you of 14 February a number of amendments to the Memorandum to be sent to the dependent territories. support his proposals.

I think it would be helpful if the Memorandum made reference to the definitive circulars about the intro- duction of the Voucher Scheme. appears that the main one is Confidential Circular Savingram 302/65 of 30 July, 1965, but you will know whether any subsequent communication should be referred to. (c) The list of territories included in the
dependent territories quota includes, rightly, the Solomon Islands This territory is, so far as I know, our sole remaining Protectorate. The inhabitants. are British Protected Persons and although they would be excluded from the dependent territories quota by the definition at the head of the list which refers only to Citizens of the United Kingdom and Colonies, I understand that the Ministry of Labour have confirmed (via Mr. C. A. Jones) that it is the intention that the Solomon Islands should be included in the quota. To make this clear I have included in the covering saving despatch to the High Commissioner, Western Pacific, a passage saying that the dependent territories quota includes those who are British Protected Persons and who hold passports issued by or on behalf of the Government of the British Solomon Islands Protectorate.
(a) We notice that Pitcairn does not appear
in the list of territories benefitting under the dependent territories quota. Pitcairn should clearly not be excluded although the likelihood of anyone wanting to come to the U.K. from there is extremely slight. We suggest that any Pitcairn immigrants should form part of the Fiji arrangements and have assumed your agreement to this in the draft communication to the Governor of Fiji (who is also Governor of Pitcairn) (e) A draft telegram to Fiji is also enclosed to avoid the risk that the first that the Governor hears of the announcement will · be on the radio or in the newspapers.
