Since Mr. Sewell is fully engaged with the Swaziland Constitutional Conference, he has asked me to reply to you with reference to your minute of 5 February to Sir Arthur Galsworthy.
2. I have recently discussed with Mr. Croft with regard to the points that had been raised with Mr. Andrews on our file concerning the application of the new arrangements to the Associated States and St. Vincent. I understand that the papers are not to hand and that no decision has yet been taken on the points raised. Mr. Croft suggested that we should assume that the decision to exclude the Associated States will stand; I said that in that case we should prefer not to include St. Vincent since she is due to become an Associated State, although no date has yet been fixed.
13. It is not now possible for the memorandum to be sent in time
to reach the Caribbean Governments before the announcement is made, if the proposed date of 26 February is to be maintained. It will therefore be necessary to telegraph, and I attach three drafts, to the BGR Castries (for the Associated States), the Administrator St. Vincent and the Administrator Montserrat.
4. Before the telegrams are despatched, I suggest that, since they are based on the application of the special quota to purely Colonial dependencies, it will be necessary to ensure first that Tonga and Brunei are not to be included. Mr. Fairelough's point in paragraph 2(f) of his minute of 20 February is relevant. So far as the Associated States are concerned, they have in my view a better claim than either of the Protected States to be included since their belongers are citizens of the UK and Colonies, whereas those of Tonga and Brunei are not.
5. You will also I think wish first to take into account the views of the High Commission in Bridgetown in a telegram that I saw recently, in which the point was made that considerable difficulty would be caused to the High Commission if different arrangements were to be operated for the Associated States, St. Vincent and Montserrat.
6. The weekly bag to these territories closes at 0900 hrs on Fridays. Once the telegrams have been despatched, no further covering explanation would seem to be required, and the Memoranda can presumably be sent under a routine saving despatch or even compliments slip with reference to the telegrams.
