APPENDIX

WATER EMERGENCY OPERATION

Enclosure I

1. Survey Team

a) A survey team is to be formed comprising:

Representative of Director of Marine

Representative(s) of Director of Public Works Representative of Colonial Secretariat

Tanker logistics expert on secondment from Shell

Company to Hong Kong Government.

b) The survey team will:

(i) make a provisional assessment concerning the

availability of water supplies at various ports in the area, utilising data already to hand,

(ii) in the light of such an assessment formulate a

programme of visits to those ports selected for further inspection and study with respect to their water supplies and the facilities available for loading into suitable vessels,

(iii) study the facilities that might be available in Hong Kong

for the off-loading of vessels engaged in the carriage of water, and

(iv) prepare and submit a full feasibility report containing

factual information and proposals relating to the establishment of a water supply operation by suitable vessels for a period of six months in the first instance in accordance with the terms of reference stated below.

2. Terms of Reference

Consistent with:

(i) a target figure of 70,000 tons of water per day

(i.e. 15 million gallons) being fed into the Hong Kong storage system,

(ii) economy of cost,

(iii) proposed schemes being capable of introduction with

a minimum of delay,

(iv) purity of supply.

a) To assess the quality and quantity of water available at the various ports visited within the area, utilising existing loading facilities. In the event that such facilities are inadequate, to make recommendations concerning the extra facilities required (i.e. piping, pumps etc.);

b) To assess the existing off-loading facilities available in

Hong Kong, and make recommendations concerning the extra facilities required (if any);

c) To study the availability and charter of suitable vessels on the open market and/or large tankers engaged in the carriage of oil from Persian Gulf to Japan normally making the return journey in ballast, which could be diverted to Hong Kong laden with water, and/or ore carriers which could be similarly diverted when returning from Japan to India or other countries in ballast;
