Regarding my note last week concerning Hong Kong's legislative programme and the Commissioner of Labour's statement to Legislative Council, we must watch the timing of the programme, since already I detect a certain complacency - as if the announcement of what is to be done is virtually equivalent to doing it. Could we not, in a communication to Hong Kong, express satisfaction with the announcement and ask for a detailed break- down of the time-table that they propose to follow as nearly as this can be estimate
