Sir Arthur Galsworthy wrote to fir David Trench
on 15 March (reference HWB 18/6) about the Labour
Department's legislative programme which Bob Heatherington
announced in the Legislative Council on 14 February and
which we were glad to note seemed to have created such a
favourable impression in Hong Kong.

David when he comes to London after Easter. In order that
any briefing considered necessary for Sir David may be
