Hong Kong - Labour Affairs
During the discussion yesterday with Lord Shepherd about the progress of labour legislation in Hong Kong, the Minister of State
indicated that he would like to have labour matters placed firmly
on the agenda for his talks with the Governor when he comes over here
next month. In order that the Governor might be properly briefed
before he leaves the territory, Lord Shepherd suggested that in
indicating to the Governor his wish to discuss labour matters a
list of specific points ould also be conveyed at the same time.
2. If you see no objection, I think that the following points are
of immediate importance.
(a) The staffing of the Labour Department, including future
policy about the filling of the post of Commissioner
of Labour, the position of the two senior contract
officers, and the filling of the post of Adviser, with
particular reference to joint consultation.
(b) Reactions to the reduction in hours of work for women
and young persons, in particular in relation to any loss of wages that may have resulted.
(c) The projected timetable for the Legislative Programme
which has now been announced to the Legislative Council (14 February).
(a) Social security - progress with the Report of the
Social Security Committee.
3. You may agree that a letter to the Chief Secretary might be the
best way of conveying all this. The letter might also, I think, usefully say how pleased we are at the statement which was made by the Commissioner of Labour to Legislative Council on 14 February and at the favourable reception which the statement has received from the press and the public in Hong Kong.
