I was informed by Mr. Godden this morning that the Minister

was seeing Mr. Foggon at 11.00 a.m. to discuss the question of young persons

hours of work of woman and children in the Hong Kong textile

industry (and related matters) in the context of correspondence

with Mr. Greenhalgh ending in the Minister's letter to Mr. Green-

halgh at (39) and Mr. Greenhalgh's reply at (42).

3. Mr. Foggon also brought up the question of the filling of

the top posts in the Hong Kong Labour Department and said that

he thought the time had come for such posts to be filled by

professional officers as opposed tothe present practice in Hong

Kong of regarding them as administrative appointments. He

mentioned the fact that there was likely to be an acting vacancy

at the Deputy Labour Commissioner level in a few months time and

he thought that this post should, when the time came be filled

by the acting appointment of a local officer. Mr. Foggon also

mentioned the question of the reconstitution of the Labour

Advisory Board.
