The Minister instructed that the draft telegram be submitted to her through you and drafts A and B are accordingly attached behind this minute. Draft A was prepared by Mr. Foggon and I have used it as a basis for the preparation of draft B which specifically makes mention of the Minister's personal concern with this matter.

3. When I attended the meeting yesterday, I had never seen this file and was not aware of(30) which you may wish to bring to the Minister's attention.

4. After the telegram is issued the file will be recirculated for preparation of a draft letter to the Governer covering the other points mentioned in the above record note. Mr. Foggon undertook to discuss (42) with Mr. Greenhalgh and I understood that he has arranged to have lunch with him on Monday. There is also a reply outstanding to Mr. Thornton's letter at (40) but this should, I think, await the outcome of Mr. Foggons discussions with Mr. Greenhalgh.

As Sir Arthur Galsworthy is occupied with Gibraltar matters he has asked me to look at these papers. I submit for consideration a revised draft to the Governor of Hong Kong and I have drafted this as a message from you.

I am not sure whether you have seen the comment from the report of the Secretary of State's visit to Hong Kong at (30), but this does not affect the present action proposed.

returned to Mr. Gaminara to draft a reply to the letter which I understand has just come in from Mr. Greenhalgh to the Prime Minister.)
