12th Decem er, 1964. In answer Commissioner'terms of proposed Ordinance now altered. This answers your queries!

27th November, 1964. Representative in B. i. states, "We'd better commence using contract in the terms the Commissioner requires even before Ordinance comes into force". We agreed und deposited copy with Ministry of Labour.

3rd January, 1966. Ordinance enforced Commissioner agrees to accept or contract prepared by C unsel.e have these printed. gent cables stating "Commissioner will not attest these", so agent prepares 'model' which are attested.

Many clauses in contract contravene U. . laws, H. E. Liaison Officer arg.es that employees are not liable to PAYA or National Insurance. Agent in H. . reports every employee informed of PAYE and National Insurance. We argue that both are U.k, law. Ministry of Labour permit clearly states that both are deductable.

25th July, 1966. rote to Commissioner pointing this out.

18th August 1966. He replies 'Not part of my duties to explain'.

23rd August, 1966. Wrote again to Commissioner and requested alterations in clauses of 'model' contract in order to comply with Ordinance in view of above statement (6).

Employees arrived with 'model' contract have obtained increases, Request he agree to contract fair to both parties.

5th August, 1966. Letter to Commissioner points out various clauses he insists in contract will not be enforced by the Ministry of Labour. State the unfair advantage given by the contract, cite two cases of walk out and several cases of threats to leave causing employers to pay increases.

9th August, 1966. At request of Public Control Officer, make request for contract giving protection to employer. State various

U.K. protection available to employee in U. K. Commissioner acknowledges 18th August, "contents noted".

16th August, 1966. Further suggestions and assurances by Borough of Camden Public Control to Commissioner.

14th September 1966. Replies agreeing that the contract gives

additional protection' will not agree to alter. Cites I. L. O. Convention 64 Articles 12(3) and 13., as reasons for this. (Yet these articles clearly state that our reasoning is correct.)
