I now attach a draft reply to Mr. Wells for Lord

Shepherd's signature.

Mr. Wells has been instructed by the solicitors acting for Rediffusion (Hong Kong) Ltd. to represent them in an action against the Hong Kong Government. The plaintiffs are seeking to claim: 1) a declaration of the Court that it would not be lawful for the Legislative Council to pass a Bill to modify the Copyright Act 1956 in its application to Hong Kong, on the grounds that such a Bill,if it became an Ordinance, would be 'ultra vires'; and 2) an injunction by the Court to restrain Members of the Legislative Council from passing the Bill and presenting it to the Governor for his assent.

Mr. Wells is going to Hong Kong for the preliminary

proceedings.
