Visits to Hong Kong and Singapore

hung Kong

I made a brief visit to Hong Kong from 12-14 November, Although Monday 13 November was a Public Holiday the Commissioner of Police had kindly arranged a series of briefings for me at the Kowloon and Colony Police Headquarters on the operations of Police/Military Control Centres and the methods employed in dealing with the current communist inspired energency. I also had a look at some of the latest anti-riot equipment in use by the police.

Singapore

I visited Singapore from the 14-16 November. The main purpose of this visit was to neet and talk to senior police and Ministry of Interior and Defence officers, The Singapore Police are faced with man-power and training problems and they are hoping to receive expert assistance in this field. They are also anxious to send officers to the United Kingdom on

training courses. In the meantine the Ceylon Police expect to send officers to Singapore for training under the Colombo Plan.

I visited the Police Training School and was generally inpressed with the standard of instruction and the determination to succeed in overconing their current problems.

Future of the Police Training Programme

The Malaysian Government has recently decided to take a more direct and active role in the administration of the programme.

This will presumably include taking over the work now performed by the British High Ocmnission in Kuala Lumpur and by our Embassies in customer countries.

I attended an informal meeting of a Working Committee on 24 November, the day before I finally left Kuala Lumpur. This meeting was attended by representatives from the Malaysia Ministries of Foreign and Home Affairs, the "ritish, Australian and New Zealand High Commissions and the Royal Malaysia Folice. At this meeting it was decided that papers should be presented to the main Police Training Committee on the following subjects:
