I enclose copies of petitions addressed to

Her Majesty The Queen from the Reform Club of Hong

Kong and from Mrs. Elsie lliott, an elected Member

of the Urban Council of Hong Kong. Both petitions

concern the Public Crder Ordinance 1967 which

received the Covernor's assent on 16th November, 1967.

The petition from the Refora Club asks that

Her Majesty exercise lier power of disallowance in

respect of the Ordinance and Mrs. Elliott's petition

supports that of the Reform Club. I shall be grateful

if both petitions may be laid before Her Majesty.

The contents of the petitions have been carefully

considered but do not, in view of the Secretary of

State, warrant his recommending that the Ordinance be

disallowed. His advice to er Majesty therefore is that

the reply to both petitions should be that they have been

laid before Her Majesty but that the Secretary of State

was unable to advise Her Majesty that the petitions

should be granted.
