PUBLIC ORDER BILL 1967.
The Reform Club is most astonished that the Public Order Bill has been stamp-peded into law in only two weeks from the first reading to the second and third readings especially since the Attorney General dislcosed that the subject matter of the bill has been 2 years in the drafting. Any bill of that importance should be given at least a month between the first and second reading and then the Legislature should go into committee to consider the bill carefully section by section for many hours before the third reading. Even one nominated member of the Legislative Council is reported in the newspaper to have said that he had not had time to read it.
The Reform Club elected members of the Urban Council and others had already expressed, as early as Friday last week, in the press release their strong criticism of the bill, and the fact that the bill was nevertheless passed without amendment is an overwhelming indication of the need of elected members on the Legislative Council.
