CURFEW

A Curfew can be imposed without notice. Is this fair reward to the vast majority of the people who have been law-abiding during the present disturbances? Is everyone supposed to have the wireless plugged into his ear twenty four hours a day? Are we all to go about our daily business knowing that at any moment without notice we may be manhandled and throw into jail for two years for breach of curfew!

This Bill is wonderful ammunition for the unscrupulous maker, if enacted as permanent law he will allege that it constitutes written praf of "suppression of the people". Again almost this whole bill is in effect an attempt to get into permanent law, the types of thing that should be only done by Emergency Regulations.

The Reform Club appeals to Government to review the whole Bill, to cut out everything not required in normal conditions and also everything it never intends to enforce to the full in normal time. To restrict the law to that necessary and practicable for the preservation of public safety and good order, any by so doing prove to the Hong Kong People that is has confi- dence in them as a whole. Failure to amend this Ordinance will be an insult

to Hong Kong.
