I attach a further paper produced in the Secretariat together with comments by the Director of Special Branch on the pros and cons of moving against the Communist Press. You will see that there is still a divergence of opinion here. This is based on the different views on whether or not such a move is essential. There is general agreement that it is highly desirable.
A formal submission on this matter is now being prepared which will probably be telegraphed to you this week. In view of the delay which will result from sending these papers by bag they are coming by safe hand of an Army Officer seconded to the Hong Kong Government travelling on a trooping flight.
