Mr. Carter

Please see letter from Mr. Holmes to

Sir Arthur Galsworthy below on action against the Communist press in Hong Kong.

A further telegram, Hong Kong 1757, has now come in in which the Governor proposes to discuss the whole problem with Sir Arthur Galsworthy when he visits Hong Kong in mid-December. Sir Arthur Galsworthy would like any briefing for him on this matter to be sent to him c/o the Governor of Hong Kong to await his arrival, as he would not have time to study it while on his Pacific tour.

We should try and get something to the Governor well before Sir Arthur Galsworthy's arrival in Hong Kong and I should be grateful if this subject could now be considered in consultation with the Foreign Office.
