In paragraphs 2 and 3 of his telegram at (62), the Governor is seeking authority to promulgate emergency

regulations to deal with the "Mosquito" broadsheets which

have appeared since the suspension of the three Communist newspapers (the Hong Kong Evening News and Afternoon News and the Tin Fung Yat Po).

2. This request gave rise to the exchange of telegrams at (63) and (64) and in the former we told the Governor that a

submission to Ministers would be required.

A draft submission is accordingly attached behind this

minute. It is self-contained and has been drafted on the

assumption that a joint submission will be made with the

Foreign Office and a copy of the draft has gone over to the

Foreign Office for their consideration. Meanwhile, I am

submitting it now for you to decide whether the form is

satisfactory. The draft will presumably need to be agreed

with the Foreign Office at official level before any

submission is made to Ministers.

4. You should also see (55) and (66), although the contents

of these two telegrams are not included in the submission.

5. The circumstances in which the earlier Ministerial

decision was made

that action should be taken against the

three newspapers now suspended, are set out in the previous submission at (45).
