George Thomas has passed to me your letter of

9 September with which you enclosed a letter from one of your constituents, Mrs. Olive Lewis, on the subject of Hong Kong.

The Ta Kung Pao was not one of the three newspapers recently suspended by the Hong Kong Courts. The papers in question were the Tin Fung Yat Po, the Hong Kong Evening News

and the Afternoon News; and the ban on these three papers

is being strictly enforced, So far as the Ta Kung Pao is concerned, the Hong Kong authorities are, of course, fully aware of the nature and tone of the material that it has been

publishing. But the question of taking action against this particular newspaper (and a number of others) is not a straight- forward one and the advantages and disadvantages of such action

need to be carefully weighed. I am in close touch with the Hong Kong authorities on this subject and Mrs. Lewis may rest assured that the situation is being watched very carefully.

I return Mrs. Lewis' letter and its enclosure,
