When the Minister of State saw Mr. Tyrer on the 15 August it was left that if Mr. Tyrer wished to pursue this matter he should get in touch with Lord Shepherd after Lord Shepherd's return to the Office on 11 September. Mr. Tyrer made no attempt to get in touch with Lord Shepherd and when the Private Office tried to get in touch with Mr. Tyrer he could not be found. Mr. Tyrer finally left the office on the 25 September and has not been in touch with us since then.
I myself saw Mr. Tyrer in mid-September and explained to him that the Minister of State's views remained as those set out in my note at (2) on this file, i.e. in all the circumstances Lord Shepherd's personal opinion was that Mr. Tyrer should allow his letter of retirement to stand. I explained to Mr. Tyrer that, as far as I was aware, the Minister did not wish to take any further initiative in the matter and it was really up to Mr. Tyrer to accept the position, or take some other decision himself.
The Minister of State has now decided that as Mr. Tyrer has made no further attempt to get in touch with him we must assume that he has accepted the position and that his letter of retirement stands. The Governor of Hong Kong has been informed accordingly.
