We must assume that Mr. Tyrer has accepted the
position of voluntary retirement. He has not been seen
in the office since 25 September, when he left without indicating his intentions to Police Advisers (Mr. Macoun
has now written to him asking for the return of his Office Pass). He has not sought a second interview with the
Minister. His leave expires on 1.12.67.

In these circumstances we should address Hong Kong
as in the draft telegram attached, with reference to the exchanges at (29) and (30)?
3. You will wish to inform Mr. Mathieson in sense of
paragraph 1 above on 0.D.M. papers 54742 FED attached?
