Promotion to Commissioner of Police.
We agree promotion of Eates but for reasons given in my immediately following telegram would prefer postponement of announcement until, say, 20 August unless you consider earlier announcement important to Police morale or that postponement will give rise to unsettling speculation as to the succession. We are agreeable that Eates should be told in confidence that his promotion has been recommended and approved.
2. We would be glad to have your recommendation for promotion to post of Deputy Commissioner. We see some advantage in announcing both promotions together if at all possible.
