Attached is the draft of an interim reply which the Minister may wish to send to Mr. Patrick Jenkin about the case of Chu Leung.

After action, we shall be sending a reminder to the Governor of Hong Kong that we would like an early indication when he expects to be able to let us have his views. We will inform him that Patrick Jenkin has returned to the charge.
