Examination of the case of Chu Leung,

about which you last wrote to me on 21 March,

has been completed The proceedings in this

case have been carefully scrutinised and

account has been taken of other related matters

the case and discussed it with the Governor

during his recent visit here.

Any Our conclusion is that notwithstanding

certain deficiencies in the disciplinary procee-

dings, there are insufficient grounds for

considering that any injustice was done when

I must say therefore, with regret, that the

Commonwealth Secretary is not prepared to

intervene.

I am sorry that it has taken so long to

bring this matter to a conclusion. I c an
