Your letter of 10 February to Herbert Bowden,
on the subject of Chu Leung's petition against
his dismissal from the Hong Kong Police Force,
has been referred to me.
Information which we have received from
Hong Kong shows that Mr. Chu, a Special Branch
officer, was dismissed from the Force in
February 1962 following disciplinary proceedings
under the Police Force Ordinance on charges of
disloyalty. In November 1962 when it was
proposed that he should be deprived of his U.K.
and Colonies citizenship, which he acquired by
naturalisation, he exercised the right to have
his case referred to a Committee of Enquiry, who
subsequently recommended that his citizenship
