Let March 196

Your letter of 10 February to Herbert Bowden,

on the subject of Chu Leung's petition against

his dismissal from the Hong Kong Police Force,

has been referred to me.

Information which we have received from

Hong Kong shows that Mr. Chu, a Special Branch

officer, was dismissed from the Force in

February 1962 following disciplinary proceedings

under the Police Force Ordinance on charges of

disloyalty. In November 1962 when it was

proposed that he should be deprived of his U.K.

and Colonies citizenship, which he acquired by

naturalisation, he exercised the right to have

his case referred to a Committee of Enquiry, who

subsequently recommended that his citizenship

the

should not be withdrawn, Notwiths

the Governor concluded that there was

no case which would justify his revoking the

Mr. Chr's

decision relating to his dismissal from the Force.

Although Mr Chu states that most of his requests

for redress/met with a "strong negative from the

In Bhus Police" I think you should know that his only

request for redress, prior to his petition to

Fred Lee of 28 August, was contained in a

letter of 18 February 1965, addressed to the

Governor On this the Governor saw no grounds

for intervention.

I am sorry that these basic factswere not

for the delay sent to you earlier.

But The main reason was

that Mr. Chu addressed his petition direct to
