HISTORY OF THE DISCIPLINARY CASE.

On 21st October, 1961, a Special Eranch party an and nearchod No. 4 Ko Shan Road, 2nd floor, which addr. 23 Vaa the office of an intelligence unit of the Second Section of t Kuomintang Central Committee operating in Hong Kong. During the search a large number of intelligence documents were úža- covered. The contents of some of those documents indicated that there was a serious leakage of information regarding curr- ont and past Special Tranch operations. A study of the docu- ments indicated that much of the information in thom concerned surveillance operations conducted by Special Branch over a period of eighteen months prior to the date of the sourch. Host of this information was so accurate that it had clearly cmanated from a source with direct access either to information on the actual conduct of survoillanco operations or to the official reports on these operations.

Further study of the documents and interrogation of the agent who had control of them, indicated that most of the documents were circulo sent out from the Taiwan Headquarters of the Kuomintang Intolligonoo Scrvices to their various units operating in Hong Kong. The circulars gave warning of Special Branch interest in certain porcons and addresses. One document, however, was of a different naturo. It indicated the presenca in Hong Kong of a Supervision Scotion of the Taiwan Security Dureau. Its purport was an instruction to leaders of units of

Kuomintang Intelligence Services in the Colony to report at c. to the local Supervision Section any information on possible action by Special Branch against Kuomintang intelligence agencies operating in the Colony.

When questioned about this latter documont, the cust- odian said that his instructions, as leader of his unit, woro to pass any information of that nature which ho might acquire rough a printing firm in Gloucester Road.
