In the period of rioting and viclent street demonstration: ti. communists used single-sheet "extras", presented as special joint edition. of the Ta Kung Pao and Wen Wei fao to rouse the feelings of their solarends To counter these, which were handed out free, the unit produced their "extras". Their original style was directly counter-propaganda but later aditions were used to carry positive pro-government messa¿S. Heavy use was made of cartoons and local newspaper cartoonists were commissioned for this work. The sheets were designed to be used also as posters.

Fublic address broadcasts

In the period of street violence the communists made effectiv use of public address systems to encourage their followers and attrick the government and police. The unit purchased an operated equipment to count. these broadcasts. This equipment was later trumpferred to the border for similar use there.

Films

Short films in Chinese were made for chowin; in cinemas to di....- courage participation in demonstrations and to expose comma.ict methodus curi aims. These were also shown on the Chinese el-nnel of K.T.V. The Infor- mation Services Department's Film Unit has continuing commitments overa wide range of publicity, including overseas truic and tourism promotion and cannot always answer the publicity unit' e 11. for quick news film material for local propaganda purposes. The unit purchased an autem:tic 16 mm. camera and experience shows that Information Officers given brief instructions by exports can produce simple but useful short subjects which are taken by the television companies and serve cur publicity needs. The unit was provided with a Radio llong Kong component so that broadcasts to meet urgent propaganda purposes could be made within the unit or initiated there and produced with the facilities of the broad- casting stations. In the context of violence these programmes were very much ad hoc affairs dealing with immediate conditions accounts of security measures, cxhortations to avoid implication in demonstrations, interviews to build up government support. In the same way the unit originated or stimulated programmes to meet the challenges of the food and transport strikes, in the former case producing twice-daily food stock- and-price bulletins which undoubtedly did much to reassure the public and avoid panic.

An important aspect of the work in radic has been the trans- cription service, A competently conducted radio interview is a simple and effective way of putting over a story in a convincing manner. Many government officials will submit to this who are reluctant or even unible to write an interesting account of their work for publication in newspapers. A special section of the unit has been devoted to producing written version of these interviews, mainly in Chinose and those transcripts of broademits have been most acceptable to newspapers who n.preciate their spontaneity and authencity.
