(c) At the end of April, a further dispute broke
out at the Green Island Cement Company (L.I.C. Internal Intelligence Report for April, 1967, paragraph 8 refers), when a European engineer
was alleged to have assaulted a Chinese worker.
This resulted in the workers going on a sit-down strike in the factory premises. Despite
repcated efforts by Government to bring management and workers together, partial stoppages continued until 4th May when the management closed the
factory down. Groups of workers picketed the
factory almost daily until the end of the month
and although the management offered severence pay, few workers accepted it.

Government announced that payment would be given for all overtime worked.
In other fields action taken by the Resettlement
Department on 4th May to demolish illegal structures on the fringe of the Kowloon Walled City, sparked off an incident, which though not initially directly part of the local communist confrontation with Government, nevertheless subsequently became part of the overall campaign. One owner refused to demolish an illegal structure and the Chairman of the Kowloon alled City Kaifong Welfare Promotion Committee (K.w.C.K.W.P.C.), aided by some of his henchmen, attempted to prevent the Resettlement Department officers from effecting the demolition.
