You asked me in your letter of 19th January to let you have firm details of the charges we propose to raise for MOD assistance to the Hong Kong Government during the I.S. situation in the Colony.

I am sorry that this has taken so long to obtain but as you can appreciate it was necessary to ask our local representatives in Hong Kong and Singapore for much of the information. As it is, the figures they have provided are not the final costs since it is not yet possible to provide any figures for the extra cost of the bomb disposal staff and we are still awaiting details of the charges to be raised by the Navy and Air Force Departments. These will be forwarded to you as soon as we receive them.

However, & list of the charges we have been able to assess so far is attached and for easy reference I have listed the items in the same order as that given in the annexure to my earlier letter of 17th-October 1967. You will see that Items 3 and 7 in the earlier list have now been omitted but that additional charges have been included at Items B (1 to 5) of the annexure.

I have already given you details of the items included in my original list and you would no doubt like some information on the additional charges. These are:-

(a) Civil Air Movement This relates to the cost of movement by civil flights of unit and individual reinforcements from Singapore to Hong Kong and is additional to the movement costs which the Air Force Department may raise.

(b) Hotel Accommodation for Reinforcements.

It has been necessary to

provide hotel accommodation for those reinforcements who could not be accommodated in a Service mess. The figure shown is the cost up to 13th February 1968.

(c) Additional civilian labour.

Extra camp and domestic staff have had to be recruited to cater for the reinforcements accommodated at e.g. RAF, ΚΑΙ ΤΑΚ.

(a) Army Information Team. The Hong Kong Government have accepted the £3,702) of this team for a period of six months from November 1967. However, the Governor has requested the retention of the team until 31st March 1969 and the extra costs of this extension have not, as yet, been assessed.
