39. Unit MT requirements would be one Light Passenger Car (Class B) and one Landrover (Class B)
Logistic Support
40. The logistic requirement is summarised at Appx 2, and the only capital works would be the 350 sq ft office space mentioned at Para 33.
Security
41. HABC suggested that the RAF would wish all employees engaged in Hunter servicing to be screened and that the Company would only use those who were satisfactory in this regard.
42. Industrial unrest and civil disturbances could occur in Hong Kong. Unless these situations were prolonged, continuation flying training in Hunters would not be affected seriously. However, depending on the extent to which HAEC employees were affected, these situations could be prejudicial to the operational employment of Hunters. It is not possible to forecast tho risk which would obtain in the five years from 1970, but it is relevant to note that during similar events in the past, HAEC activities and services at Kai Tak, were in no way impaired. Furthermore, since the continued operation of the airfield for civil airline and military reinforcement traffic would be of considerable concern to the Government and the Colony as a whole, it could be expected that the strongest measures would be taken to minimise the effects of these evonts on HAEC. However it would be prudent to have a Service plan to re-inforce the unit with Hunter technicians for at least first-line servicing.
Method of Operating

Informal exploratory discussions were held at HAEC and it was made quite clear that the Company would go out of their way to continue their association with the Royal Air Force. and that the Company would, without hesitation, accommodate the wishes and requirements of the RAF. There is no reason to doubt their ability to do this. The Company unequivocally stated that the RAF need only provide the pilots, and the special-to-type stores: everything else would be looked after and provided by the Company even a hangar, offices, operations room, crew room, and the like. The wishes of the RAF, including operational requirements, would be paramount and would always be quickly met. However, although there are attractions in such an arrangement it is considered that it would be unacceptable to adopt it entirely. The RAF Operations Squadron building is only some 500 yards from HAEC hangars and behind the RAF security fence. Additionally, the four Hunter pans are immediately outside this Operations building.
