LOGISTICS
Peace-time Maintenance
34. Under the present system Hong Kong is supplied, in the main,
from the Singapore base. When Hong Kong becomes an independent
command we would expect an increase in stock holding of about 10%
to compensate for the long lines of communication from the United
Kingdom, even taking into account routine re-supply by air. The
nature and extent of increases in logistic support are dependent
upon the outcome of further study. Full advantage would be taken
of civilian repair facilities but some capability and spares backing
would be needed to compensate for the loss of the Singapore base
repair facilities.
Level of War Reserves
35. Pre-stocked Unit Equipment. (PUE). Irrespective of the
eventual size of the permanent garrison, PUE for reinforcing
battalions to bring the total strength up to 10 major units
should be held et; a*
reserves
scale which would enable them to take part
in either internal security operations or operations on the border.
36. War Maintenance Reserves. (WMR). At present war maintenance
are held for the authorised garrison (6 major units).
plus an armoured squadron for 10 days at sustained rates. It is
intended that the tanks and other equipment for the armoured
squadron pre-stocked in the colony will be withdrawn when the
resident armoured car squadron is equipped with Swing Fire. For
planning purposes, the ultimate WMR should be based on a permanent
garrison strength of 7 major units. The Royal Air Force will need
to pre-stock limited items of ground equipment and ammunition for
use by deployed Phantom aircraft.
COMMAND ARRANGEMENTS
37.
The Hong Kong garrison will become an indepdendent command on
1st April 1970. However, it is the Commander-in-Chief's Far East
