In Reference A you recommended that all preparations for the withdrawal of the equivalent of one major unit from Hong Kong be
entirely suspended. Ministerial approval to shelve the decision to
withdraw this unit for the time being was given in Reference B.
2. Ministers today agreed that in order to avoid any risk of a
leakage and in view of the present situation in Hong Kong all planning to reduce the garrison by the equivalent of one major unit
by 31st March 1968 should now cease. The position will be reviewed
by Ministers at allater but not yet determined date.
3. In Reference C you indicated that the additional battalion now
in Hong Kong from Malaysia, would remain there until after the
"double tenth" and would return to Malaysia in late October having
