If all these recommendations are accepted it will mean reversing trend to contract and involve retention of facilities especially accommodation as potential for expansion. If Garrison is to be permanently increased by one Battalion works complications should be studied now and action to provide suitable accommodation ătarted.

I explained to Governor and CBF proposals I had recently submittəd to you for Command Organisation to be introduced 1970/71. We all agreed that it would be preferably for CINCFE to relinquish responsibility for Hong Kong at about the same time as COMFARE LF did. CBF would have to be directly responsible to you in mid seventies in any case. As long as COMFEF and COMFEAF remained in Singapore they would exercise single service responsibility for Naval and Air Forces in Hong Kong in support of CBF.

Hope that I may be able to discuss these recommendations with you 24 October but realise that no decisions on long term issues likely for some time,
