I enclose for your information copies
Nos. 1 and 2 of an Aide Memoire on Emergency
Evacuation of Hong Kong. We should be
grateful if you would pass Copy No. 2 to the
Commander British Forces.
This sets out decisions recently reached
by Ministers here. You will note that all
evacuation planning is thereby indefinitely
also suspended. We do still, however, have under
consideration a very limited exercise in the
United Kingdom somewhat on the lines you
describe in your letter TSX 1/60 of 13 January
to Carter and we shall be writing to you again
about the matters you have raised as soon as
possible.
