We have not sent a reply to your letter HWB 10/4
of 2nd October, 1967, because when Henry Hall was here he had a short discussion with the Political Adviser and the Defence Secretary about the planning for the evacuation of particularly sensitive personnel, and having heard the current position said that we should not take it any further at this stage.
I should however like to put on record what the
present position is.
Our definition of the type of person concerned is one who possesses up-to-date and detailed knowledge of the sensitive areas of intelligence, and, in particular, the machinery for this, extending beyond local Hong Kong arrangements. We have based our commitment on this.
The plan we envisage consists only of identifying the size of the problem (including the provision of lists by sponsors) and establishing an outline procedure.
As far as the commitment is concerned, we have arrived at a maximum figure of about 400 (including dependants), made up as follows:-
