In Joe Garner's absence on leave, I should like to
comment on Ned Dunnett's letter to you of the 24th August about handling any lease on evacuation planning, for Hong Kong, 2. As he has mentioned, we had some discussion with the
Ministry of Defence about the Note for Press Officers and
fully agreed that there was really no alternative but to
issue a flat denial if we are asked a direct question.
However, I think you will agree that such a denial may well
involve Ministers in political embarrassment here. If it
accepted
is agreed therefore that we should take this line, we
must clearly seek Ministerial approval.
