Sir James Dunnett has commented at flag "D" on Sir Saville Garner's letter at flag "A" about Press handling of any leak about Hong Kong evacuation planning. Sir Denis Allen, of the Foreign Office, has not yet
replied to our letter.
2. Sir Arthur Galsworthy will recall that we discussed
the point made by Sir J. Dunnett with the Ministry of
Defence and agreed with their view that nothing short of a
flat denial would meet the case if a direct question was
put to us. If we are to take this line, then I think we
must clear it with Ministers.
3. I suggest that we should comment on Sir J. Dunnett's letter as in the attached draft.
