It is
to the senior staff of the Technical College and the Institute. proposed that initially an expatriate be appointed to this post but that a local counterpart be appointed in due course and receive training in the United Kingdom as well as on the job with a view to replacing him. Advice of a professional nature and inspection work in general terms in respect of the institute could be carried out by the technical education assistant together with Technical College staff whilst advice on college matters would be available from the Principal of the College and his senior staff. Beyond this point advice and the services of an inspector could be made available by the Ministry of Overseas Development on request.
5.6. There is a need for non-professional advice of two general kinds. The first concerns the need for new schemes, courses, types of manpower, trends or changes in industry overall, need for co-ordination, numbers requiring training overall and so on whereas the second is the need for a local partnership between industry and the institutions to ensure that training syllabuses take account of local industry's needs, that any shortcomings are quickly brought to the notice of the staff of the institution, that students can be placed and the like.
5.7. The former could well be met by the Industrial Training Advisory Committee or its successor with the exception of manpower statistics which it has been suggested elsewhere should be provided by an expert. It is also difficult to see how the various committees set up on an industry by industry basis can put forward serious advice until they have access to a Functional Training Committee. knowledge of training are very few in number in Hong Kong and the various
People with expert Committees may well find themselves in difficulties for want of expert guidance. It is suggested that a technical education and training committee be formed as a part of the Overall Committee as a matter of urgency and that industrial committees should consult it on all technical education and training issues not just on special problems. Committee would then meet the first requirement of paragraph 5.6.

5.8. As regards the second requirement it is proposed that in addition to the present Technical College Advisory Committees an industrial liaison officer be appointed to the Staff of the Technical College and that he be responsible for dealing with liaison matters of the kind referred to. He would provide a most important, dynamic, link with industry that would be beneficial not only in keeping the staff 'au fait' with industry's views but also of giving them early advice of changes in methods of production or the introduction of new equipment or a new level of manpower. He could discuss the training content of day-release, block release and sandwich trainees' courses, explain the College's point of view and problems to industry, help in the matter of placement, keep in view the need for special courses or other training requirements that the College could meet. He could also perform the same function for the institute when it is operating.
The Hong Kong Technical College
6.1. General
6.1.1. It is proposed that the immediate rôle of the College be that of a technician training institution but that at some future date when manpower studies indicate the need for a second degree awarding institution in the technological field, it should provide this level of work in various technologies working to a degree of the University of Hong Kong but adopting the more industrially slanted technological route. relationship between the College and the University would be similar to that existing between the University of London and the Sir John Cass College
