Institutional Arrangements.

Administrative and Advisory Machinery

5.1. There is need for a two-tier system of institutions to deal with the proposed structure and it is therefore recommended that the proposed technical institute should handle the following work:-

Pre-apprenticeship Course;

Trade or Craft Courses;

Pre-technician Course;

Clerk/Typists Course;

Book-keepers Course;

on a full-time, part-time and evening basis.

5.2. The Hong Kong Technical College for its part would offer:-

'T'-type technician Courses;

'Diploma'-type technician Courses;

Post-diploma Courses;

Stenographers Course;

Advanced Private Secretary's Course;

Technical teacher training;

Other work of a similar standard;

on a full-time, part-time and evening basis.

5.3. As the amount of work at the lower levels develops, a decision will have to be taken as to whether it should be catered for by expanding the institute or by building a further institute on Kowloon. the need for Hong Kong Technical College to offer degree studies develops

Once ourses has been determined following any changes occasioned as a result of this Report, the schedule of accommodation should be vetted by a specialist to ensure that it is flexibly planned and takes cognizance of the latest thinking in technical college design.

Administration and Inspection

5.5. Technical education is administered by the Assistant Director for Further Education who also has a number of other duties. With the increase in work that will be involved in the proposed arrangements it is suggested that he has need of an assistant with some knowledge of technical education. The post calls for a graduate with at least five years teaching experience at a senior lecturer level in a technical college and he should be either an engineer (mechanical or electrical) or a scientist: experience of institutional planning and development would be valuable.
