Thank you for your letter UTE 205/81/04 of 22 July about the proposal to establish a Polytechnic in Hong Kong. I am sorry that I have not been able to let you have a reply earlier.
Mr. Carter, to whom you addressed your letter, is away on holiday until next Monday, so it is not possible for me to say whether the proposed meeting with the Hong Kong University Grants Committee can be postponed until a later date in August, as you suggest.
I venture to say, however, that it is unlikely that there can be a postponement for a week or so, as the UGC are, I gather, only in this country for a short while. But Mr. Carter will be able to take a final decision on this when he returns to the office on 5 August.
