Dear Carter,
Please refer to my letter of 22nd July about the proposed Polytechnic in Hong Kong.
I have been in touch with our Geographical Department here, since I wrote, about the proposals outlined in your letter of 17th July and its enclosures, and everything tends to confirm the view expressed in my letter to you. None of us here had heard anything about the possibilities of C.D. and W. assistance being explored in this connection. We are not in fact quite clear how such an undertaking could have been given without consultation with the O.D.M., and had we been consulted it is clear that we would have felt bound to make some pretty discouraging noises, since there is not a strong case on grounds of need, given the present pressures on the aid programme, for any new aid to be channelled to Hong Kong.
In these circumstances we are inclined to wonder whether it would be wise to have a meeting on this subject with the University Grants Committee. If it does take place it must clearly be understood that it is without any shadow of commitment and that in fact it stands under shadow of the strong probability that we shall have to refuse to provide assistance. I think all this reinforces my view that it would be wise for the 0.D.M. and the C.0. to get together about this before you become embroiled with the U.G.G.
